Julie has years of experience in the federal government human resources, organizational development and management fields. Since 2008, Julie has been an independent consultant with a focus on team development, coaching, collaborative strategic planning and teaching human resources management, team development and leadership workshops.

Ms. Bowen’s last government position was as Director of Organizational Effectiveness at the Environmental Protection Agency, Region 10 with responsibility for designing and guiding a large scale organizational redesign and 7 year culture change initiative along with creating a client centered in-house organizational effectiveness consultant team. She served as the agency’s expert on team design and development, change management, collaborative process design, multi-party conflict resolution, leadership development, strategic planning and meeting facilitation. Ms. Bowen real world experience as Human Resource Officer and Director of Organizational Effectiveness, in addition to her on-the-ground expertise in staffing, recruitment, classification, employee relations, employee development and human capital planning provide a unique perspective and integration of human resources programs, management systems and change leadership.

Ms. Bowen teaches a wide range of workshops including 1st 40 Supervisory Excellence, SMART Performance Management, Facilitative Leadership, Human Resource Management, Introduction to Human Capital Management . She also teaches a wide variety of leadership, conflict management and facilitation topics, as well as, designs unique workshops based on clients needs.

Julie has a Bachelor’s Degree in Human Resource Management from Colorado Christian University and a Master’s Degree in Whole System Design – Organizational Systems Renewal from Antioch University. Julie is a certified professional coach and certified mediator. She is certified to administer the Myers Briggs Type Indicator, FIRO-B, The Leadership Circle 360 feedback instrument and the Conflict Dynamics Profile.
